Western Africa Compact Commitments
This policy brief provides a timely and strategic analysis of how twelve West African countries — Benin, Côte d’Ivoire, The Gambia, Ghana, Guinea, Liberia, Mauritania, Niger, Nigeria, Senegal, Sierra Leone, and Togo — are translating the Mission 300 agenda into concrete national energy commitments. Structured around the initiative’s five pillars, the brief examines how these countries plan to expand cost-efficient power generation, deepen regional electricity trade, accelerate last-mile electrification and clean cooking, mobilize private investment, and strengthen utility performance and financial sustainability.
At the heart of the brief is a clear message: West Africa is entering a critical implementation phase in its energy transition. Most of the countries reviewed aim to achieve universal or near-universal electricity access by 2030, supported by major investments in solar, hydropower, wind, battery storage, mini-grids, and regional interconnections. However, the brief emphasizes that new generation capacity alone will not deliver affordable and reliable electricity. Progress will depend on coordinated investment in transmission and distribution networks, reduced system losses, stronger utilities, credible tariff and payment reforms, and more effective regional power-market rules. These priorities are particularly urgent in countries such as Liberia, Niger, Sierra Leone, and The Gambia, where low access, weak infrastructure, and fragile utility finances constrain investment.
For policymakers, investors, development partners, and energy-sector practitioners, the brief offers a concise but comprehensive roadmap of the region’s opportunities and implementation risks.
